In fall of 1998, poor management and handling regarding the transferral of assets led to an incident where the T-Virus accidentally leaked into the town's drinking water supply, causing a widespread outbreak among the town's populace over the following weeks. These facilities were old and abandoned as Umbrella moved out of Raccoon in favor of a new facility, as such, they were rarely used for more than storing archival information-with the notable exception of Birkin's laboratory which he used to conduct his primary research and storage of the G-Virus away from prying interests. The NEST was a series of underground laboratories and tunnels built deep underneath Raccoon City and connected to various other former Umbrella Corporation testing facilities in the city (such as the Subject Harvesting Facility) and as far the Spencer Mansion in the Arklay Mountains and into the nearby locale of Gatlin through the ALC-5000 line.
